I've already been asked, so I'll explain now. The tape on the target is to hold on the white card that was placed in the center of the targets to form an aiming square. Back then, the old style targets had only a black 9 and 10 rings with no white square in the center. There was little to aim at. It was customary to either pin or tape a white square card on the target to form the box upon which the shooters would aim. These were re-used for several relays back then. There was no need to put a new one up on every target. The pit personnel would simply tape up the card if it had been hit and put it on the next target.
Since the target may have been ripped if it was removed, John never took it off so it's just the way it came back from the pits in 1995
Another note is that the old targets had the scoring rings marked out to the sides, not up and down. Someone may correct me but I think this is the old military target that was used back in those days. I was not shooting then so I wouldn't know. I've only seen a few of these. While the target appears to have been rotated ninety degrees, it's actually oriented correctly as viewed here. At some point, I'll try to get a photo of one of the real old targets for the website to show it completely. We didn't want to mess with this one much.
Be sure to check out the plot below. Actually, anyone who has done a plot knows this was not a fun one to do. Whomever did it, did a nice job. I was skeptical of being able to identify the shots when they're so close but it was pretty easy to do with this layout.
